Building Bright Futures in Waubay, SD
Comstock Construction was proud to partner with the Sisseton Wahpeton Oyate (SWO) Tribe to bring the Enemy Swim Head Start facility to life in Waubay, South Dakota. This long-awaited project, completed in 2025, represents the fulfillment of a dream that has been many years in the making—a space designed to nurture the youngest members of the community and support their growth for generations to come.
Designed by HKG Architects with both function and heart in mind, the new building allows Enemy Swim to expand their early education offerings. Previously serving children ages three to five, the program can now welcome infants and toddlers from birth to three years old, thanks to new Early Head Start childcare facilities integrated into the design. This expansion provides critical support for local families and enhances access to early learning opportunities in the region.
Modern Construction for a Meaningful Purpose
The new Enemy Swim Head Start building was designed to be both inviting and efficient. The single-story facility includes:
- Multiple bright, spacious classrooms
- A fully operational kitchen
- Laundry facilities
- A staff breakroom
- Business center equipped for administrative work and supply management
Each area was thoughtfully constructed to promote safety, comfort, and creativity—providing a welcoming atmosphere for children, families, and educators alike.
Comstock Construction managed the project from start to finish, overseeing the full construction process with attention to detail and care. From demolition of the old facility to the final touches, every phase reflected our commitment to quality and collaboration with the SWO Tribe and design team.
Comstock’s Self-Performed Construction Work
As the general contractor, Comstock Construction self-performed several key components of the build—ensuring quality, precision, and efficiency throughout every phase. Our team completed:
Earthwork and utilities
Rough carpentry
Finish carpentry and casework
Doors, frames, and hardware
Division 10 specialties
By self-performing these critical scopes, we maintained more control over quality standards, scheduling, and craftsmanship, which helped deliver a durable and cost-effective facility for the community.
A Community-Centered Impact
Projects like this one remind us why we build. Beyond the bricks and mortar, the Enemy Swim Head Start stands as a symbol of progress and community investment. It’s more than just a building—it’s a place where future generations will learn, play, and grow.
At Comstock Construction, we’re honored to have helped bring this vision to life and to continue building meaningful spaces that strengthen our region’s communities.
